ACUPUNCTURE EXAMINING BOARD
PUBLIC SESSION MINUTES
April 16, 2008

I ROLL CALL

PRESENT Henry McCann, Nita Raval, Shoshanna Katzman, Mimi Vassilev-Baker, Roger Rossi, Mark Matzen, Karen Wei-Ru Lin

ABSENT Edith Lee, Barbara Montana

ALSO PRESENT Renee P. Clark, Executive Director Tanya Gollett, Administrative Staff Megan Cordoma, DAG

CALL TO ORDER The regular monthly meeting of the Acupuncture Examining Board was called to order at 124 Halsey Street at 9:30 a.m., all members having been notified of the time, date and, place and materials pertinent hereto having been provided.

SUNSHINE LAW In compliance with Chapter 231 the Public Law of 1975, notice of this was sent to the Courier-Post and the Record.

II. MINUTES

A motion was made by Mark Matzen and seconded by Roger Rossi to approve the January 16, 2008 and February 20, 2008 minutes. The motion carried by unanimous vote.

III. CORRESPONDENCE

1. Regarding Academy of Pain Research/Oakstone Medical Publishing/St. Luke’s Hospital/ UCI.

Administrative office directed to have the Academy of Pain Research/ Oakstone Medical Publishing/St. Luke’s Hospital/ UCI provide names of the previous endorsees and any correspondence between school and board. A motion was made by Mimi Vassilev-Baker and seconded by Nita. The motion carried by unanimous vote.

2. Hilary B Kern, MD

Dr. Kern request information on the board approved (MD) schools to finish her acupuncture training.

The board is in the process of developing an updated list of board-approved (MD) schools, but the following are already approved:

a. Helms course
b. UCLA
c. Harvard

3. Burt Liebman

Correspondence from Legislative Liaison Burt Liebman regarding a draft bill from the Office of Legislative Services.

The Board had no comments on this draft bill and decided to table it for the next meeting.

A motion was made by Mark Matzen and seconded by Karen Wei-Ru Lin. The motion was carried by a unanimous vote.

4. The Federation of Acupuncture and Oriental Medicine Regulatory Agencies.

The Board has accepted this as informational.

5. NCCAOM

The Board has accepted this as informational.

6. TEXAS STATE BOARD OF ACUPUNCTURE EXAMINERS CORRESPONDENCE FROM LOIS DENMARK REGARDING TEXAS STATE EXAMINING BOARD’S REFUSAL TO GRANT LICENSURE TO A BLIND APPLICANT AND GRADUATE OF THE ACADEMY OF ORIENTAL MEDICINE.

The Board has determined that it is outside of their purview to comment on the practices of another licensing board. The board has accepted this letter as informational.

Roger Rossi made a motion to proceed to Executive Session, seconded by Mimi Vassilev-Baker, to consider and review advertisement, consumer complaints and other information received pursuant to the Board’s investigative authority in order to determine whether violations of law, including Board regulations, have occurred. The results of these deliberations will be made known when, and if, the Board chooses to issue a Uniform Penalty Letter, the action will be taken in Public Session immediately after the Executive Session.
