Summary of Public Comment and Agency Response:
The official comment period ended February 2, 2007. The Board received one comment from Dan O'Gorman, Dan O'Gorman LLC.
COMMENT: The commenter contends that licensed master plumbers should be exempt from registration requirements because licensed master plumbers are already regulated.
RESPONSE: The Board has amended N.J.A.C. 13:32-1.4 to clarify that tasks that are not reserved solely to licensed master plumbers may be performed by a licensed master plumber as part of his or her scope of practice. Licensed master plumbers who perform these tasks will qualify for exemptions to the Contractors' Registration Act set forth in N.J.S.A. 56:8-140. This statute exempts a licensed master plumber from home improvement contractor registration, as long as he or she is acting within the scope of practice of the plumbing profession.

A Federal standards analysis is not required because there are no Federal laws or standards applicable to the adopted amendment.
