LANDSCAPE ARCHITECT EXAMINATION I CALL TO ORDER The regularly scheduled meeting of the Committee was called to order at 10:05 am in the Union Conference Room on the third (3rd) floor at 124 Halsey Street, Newark, New Jersey.
OTHERS PRESENT: Michelle Albertson, Deputy Attorney General; James S. Hsu, Executive Director and Margaret Hinkley, Secretary to the Executive Director, Board of Architects. II OPEN PUBLIC MEETINGS ACT The statement required by Chapter 231, public laws of 1975, the "Open Public Meetings Act," was read and it was announced that notice of this meeting was prepared in the office of the Board of Architects and mailed to the Secretary of State, the Newark Star Ledger, the Trenton Times, the Camden Courier-Post, the Record and the Atlantic City Press. III APPROVAL OF MINUTES December 12, 2007 Editorial changes were made. ACTION: Mr. Picatagi motioned to approve the minutes as amended. Mr. Sardonia seconded the motion. Mr. Sadlon abstained. Motion carried. IV ANNOUNCEMENTS Mr. Sadlon reported that he recntly returned from a grading session for the LARE held in Kansas City. Mr. Kniesler asked about the landscape architect bill from the 2006 / 2007 session. DAG informed the Committee that the bill from last session did not move forward. The Committee is now awaiting a new bill to be introduced. V OLD BUSINESS A Reinstatement
1 Michael Hartnett - AS00417 - Expired 5/31/1994 1/16/08 Attached is the reinstatement application along with another copy of Mr. Hartnett's letter requesting reinstatement of his certification due to medical hardship for Committee review. No continuing education credits were submitted. ACTION: The Committee determined to advise Mr. Hartnett that he has six months to obtain the required 180 continuing education hours or provide medical documentation for the Committee's consideration of a waiver of continuing education. VI NEW BUSINESS A Correspondence 1 Copy of an e-mail from Kevin Worthington regarding reciprocal licensure for Landscape Architects. I noticed that a person who has a license in another state must meet the minimum requirements at the time of licensure for New Jersey in order to carry over the license. However, if someone were to not meet New Jersey's requirements when getting licensed in another state, then wanted to eventually get licensed in New Jersey, is that even possible? For example, if someone is a few months short on professional experience, can they meet that requirement after being licensed in another state and then take the New Jersey Section and get reciprocal licensure or is that not a possibility. ACTION: The Committee determined to advise him that in accordance with the regulations he must comply with the education, experience and examination requirement as set forth in N.J.A.C. 13:27-8.5 and 8.6. 2 Copy of a letter from David McInerney, AS000715, received January 8, 2008 requesting the Committee consider landscape architecture continuing education credits be applied to the American Planning Association's National Planning Conference held in Philadelphia, PA from April 15-17, 2007. ACTION: The Committee determined to award the 2007 APA National Conference for a total of 7 hours. 3 E-mail request from John LaPointe (AS000875) pertaining to advertising. His e-mail is as follows: I am a certified Landscape Architect in NJ. One of the landscape contractors that provides me with freelance work on a regular basis is wondering how he can advertise "landscape architect services" since I am doing all of his design work. He is not a landscape architect. Is he permitted to do this provided that he lists my name and license number with his advertising or do I have to become an employee of his company? Also, are there any restrictions on him if he advertises, "professional design services"? ACTION: Mr. Sadlon motioned to send a letter advising that in accordance with N.J.A.C. 13:27-8.20 only the licensee can utilize the title or descriptive services. Mr. Sardonia seconded the motion. It passed unanimously. B Legislation A-4608 - Revises "Landscape Irrigation Contractor Certification Act of 1991" ACTION: Executive Director Hsu informed the Committee that this bill has passed both the senate and assembly and is now awaiting the governor's signature. VII APPLICATION REVIEW A. New Jersey Test The following individuals have completed their application for certification without examination and will be scheduled to take the New Jersey Test pending approval: David Carlson ACTION: Mr. Sadlon motioned to approve Mr. Carlson to take the NJ Test. Mr. Sardonia seconded the motion. It passed unanimously. VIII PUBLIC COMMENTS Seeing no one from the public present, Ms. Young proceeded to the next item on the agenda. IX CONTINUING EDUCATION: A. The following courses have been submitted for the Committee to review and determine credit eligibility. COURSE/SEMINAR HOURS
