MINUTES I CALL TO ORDER The regularly scheduled meeting of the Committee was called to order at 10:25 am in the Union Conference Room on the third (3rd) floor at 124 Halsey Street, Newark, New Jersey.
OTHERS PRESENT: Michelle Albertson, Deputy Attorney General; James S. Hsu, Executive Director and Margaret Hinkley, Secretary to the Executive Director, Board of Architects. II OPEN PUBLIC MEETINGS ACT The statement required by Chapter 231, public laws of 1975, the "Open Public Meetings Act," was read and it was announced that notice of this meeting was prepared in the office of the Board of Architects and mailed to the Secretary of State, the Newark Star Ledger, the Trenton Times, the Camden Courier-Post, the Record and the Atlantic City Press. III APPROVAL OF MINUTES February 20, 2008 ACTION: Mr. Picatagi motioned to approve the minutes as presented. Mr. Kniesler seconded the motion. It passed unanimously. IV OLD BUSINESS A Reinstatement 1 Michael Hartnett - AS00417 - Expired 5/31/1994 Summary: In May 2005 Mr. Hartnett contacted the Board office to inquire about reinstating his certification. Upon researching his file, it was noted he obtained certification through the grandfather clause in March 1986 and expired on May 31, 1994 for non-payment of biennial fees. On September 14, 2005, the Committee reviewed a copy of a letter from Mr. Hartnett who requests reinstatement of his certification due to medical hardship for Committee review. After some discussion, Mr. Sadlon motioned to send a reinstatement application to Mr. Hartnett and request that he complete the form. Mr. Picatagi seconded the motion. It passed unanimously. On January 16, 2008, the Committee reviewed a reinstatement application along with another copy of Mr. Hartnett’s letter requesting reinstatement of his certification due to medical hardship for Committee review. No continuing education credits were submitted. The Committee determined to advise Mr. Hartnett that he has six months to obtain the required 180 continuing education hours or provide medical documentation for the Committee’s consideration of a waiver of continuing education. 3/19/08 Copy of a letter dated February 13, 2008 from Mr. Hartnett with copies of medical records pertaining to his injury for Committee review and determination if CE credits should be waived. ACTION: Mr. Kniesler motioned to send a letter advising Mr. Hartnett that he has six months to provide the Committee with a total of 114 continuing education hours for the following renewal periods: '94/'96 30 hrs; '96/'98 30 hrs; '04/'06 30 hrs; and '06/'08 24 hrs. The Committee has granted his medical waiver for the renewal periods of '98/'00, '00/'02 and '02/'04. Also remind him that he still needs to provide 24 CE hrs for the upcoming renewal and he should accurately complete his renewal form. Mr. Picatagi seconded the motion. It passed unanimously. V NEW BUSINESS A Legislation A-2146 which revises the regulation of Landscape Architects DAG Albertson informed the Committee that legislation to revise the regulation of landscape architects under bill A-2146 has been introduced in the Assembly, referred to Committee and then voted out of Committee with changes. Both the Professional Engineer Board and the Board of Architects oppose this bill. ACTION: Mr. Kniesler motioned to provide the following comments to amend the bill: four (4) years of landscape architecture experience for New Jersey registered architects and professional engineers to obtain licensure as a landscape architect; Add three (3) Landscape Architect members to the Board; and language in section 5 conflicts with language in section 6, which can be resolved by deleting the following language from section 5 "or where government review or approvals do not require the signature and seal of a landscape architect." Mr. Picatagi seconded the motion. It passed unanimously. B Information Copy of an e-mail from CLARB regarding February Member Board news and Pre-Spring Meeting Issue is attached for committee's information. ACTION: Duly noted. VII APPLICATION REVIEW A. Certification without examination: The following individuals applied for certification without examination and have taken and passed the NJ test and are recommended for certification. David Carlson Craig LaCaruba Elaine A. Mills Melanie Voelker ACTION: Mr. Picatagi motioned to certify the above individuals inasmuch as they have completed the certification process. Mr. Kniesler seconded the motion. It passed unanimously. B Examination Candidates The following individuals have completed the entire Landscape Architect Registration Examination (LARE) as well as the New Jersey section and are now eligible for certification. Adam Alexander Victoria Marshall ACTION: Mr. Picatagi motioned to certify the above individuals inasmuch as they have completed the certification process. Mr. Kniesler seconded the motion. It passed unanimously. C New Jersey Test The following individuals have completed their application for certification without examination and will be scheduled to take the New Jersey Test pending approval: Scarfone, Scott Zahner, Steven ACTION: Mr. Picatagi motioned to approve the above individuals to take the New Jersey Test. Mr. Kniesler seconded the motion. It passed unanimously. VIII PUBLIC COMMENTS Seeing no one from the public present, Ms. Young proceeded to the next item on the agenda. IX CONTINUING EDUCATION: A.
