MINUTES
NEW JERSEY STATE BOARD OF ARCHITECTS February 26, 2009 Public Session
I CALL TO ORDER The regularly scheduled meeting of the Board was called to order at 9:30 am in the Union Conference Room on the third (3rd) floor at 124 Halsey Street, Newark, New Jersey.
OTHERS PRESENT: B. Michelle Albertson, Deputy Attorney General; James S. Hsu, Executive Director, Board of Architects; Margaret Hinkley, Secretary to Executive Director of the Board of Architects; and Beverly Rankin of the Board of Architects. II OPEN PUBLIC MEETINGS ACT The statement required by Chapter 231, public laws of 1975, the "Open Public Meetings Act," was read and it was announced that notice of this meeting was prepared in the office of the Board of Architects and mailed to the Secretary of State, the Newark Star-Ledger, the Trenton Times, the Camden Courier-Post, the Record and the Atlantic City Press. III APPROVAL OF MINUTES January 22, 2009 ACTION: Mr. Horii motioned to approve the minutes as presented. Mr. Kniesler seconded the motion. It passed unanimously. IV ANNOUNCEMENTS It was announced that at 10:30am there is an investigative inquiry scheduled pertaining to ITEM NO. 59093. Mr. Kniesler announced that the last meeting of the Landscape Architect Examination and Evaluation Committee was held on February 18, 2009. Past members of the Committee: Roy DeBoer, Roy Dunn, Donald Richardson, John Webster and Kevin Kester were invited to attend the last meeting and a luncheon was held after the meeting. The Committee declared February 18, 2009 as "Peggy Hinkley Day" and presented her with an engraved silver platter thanking her for her service to the Committee for 25 years. Certificates of Appreciation from CLARB were presented to Peggy Hinkley and James Hsu for their service. New Jersey ASLA also presented James Hsu with a plaque for his service to the profession. Certificates of Appreciation were presented to all past and present members of the Committee. Mr. Kniesler also announced that he will be attending the CLARB Spring Meeting to be held in Charleston, South Carolina later today. The continuing education review program is one of the main issues for discussion at this meeting. Mr. DeMassi announced that NCARB Joint Region meeting between Regions 1, 2 and 3 will be held in Savannah, Georgia on March 19-22, 2009. Discussion will be held to have New Jersey host a Joint Region meeting in 2010. V OLD BUSINESS No business was discussed VI NEW BUSINESS A Information 1 Copy of a NCARB e-Connection pertaining to NCARB’s new electronic reporting system, which is sent to all record and certificate holders twice a year, is attached for Board information. ACTION: Duly noted. 2 Copy of NCARB News Clips dated January 29, 2009 announcing NCARB to Propose Changes to Model Law to Include IPD (Integrated Project Delivery) and BIM (Building Information Modeling) is attached for Board information. ACTION: Duly noted. 3 Copy of NCARB Fast Facts dated January 29, 2009 pertaining to various items from NCARB is attached for Board information. ACTION: Duly noted. B Landscape Architect Examination and Evaluation Committee 1 January 14, 2009 minutes ACTION: Mr. Zaccone motioned to accept the Landscape Architect Committee minutes as presented. Mr. Horii seconded the motion. It passed unanimously. 2 Resolution ACTION: Mr. Zaccone motioned to adopt the resolution acknowledging the services of the Landscape Architect Examination and Evaluation Committee for its many contributions to the public good through its many years of service. Mr. Joshi seconded the motion. It passed unanimously. C Correspondence Copy of a letter dated February 5, 2009 from Ronald Franke who presents a few questions pertaining to the Design Build law and the practice of architecture is attached for the Board’s review. ACTION: Subsequent to reviewing Mr. Franke’s letter, Mr. Zaccone motioned to forward a copy of the Design Build Contracts regulation and advise Mr. Franke to consult with his attorney regarding his questions. Mr. Joshi seconded the motion. It passed unanimously. D Meeting Dates The Board determined to reduce board meetings from two to one meeting per month to conduct business. The meetings will begin at 9am VII REVIEW OF APPLICATIONS A. Applications for Licensure by Credentials The following individuals have applied for licensure by credentials, have met board requirements and are recommended for licensure: * - NCARB Council Record Holder

B. Applications for Examination The following applicant/s applied for admission to the Architectural Registration Examination and are recommended by staff:
Christopher J. Allen Wayne M. Clark PE Judite F. Goncalves ACTION: Mr. Joshi motioned to admit the above individuals to take the Architectural Registration Examination. Mr. Horii seconded the motion. It passed unanimously. BOARD REVIEWED William J. Pyznar, PE - Answered yes to question 8 pertaining to being arrested, indicted, tried etc. in any other jurisdiction. On November 13, 2008, the Board unanimously voted to request Mr. Pyznar obtain the court papers for the Board’s review. Certification of Disposition was reviewed by the Board. ACTION: Mr. Zaccone motioned to accept the information requested and admit Mr. Pyznar to take the Architectural Registration Examination. Mr. Joshi seconded the motion. It passed unanimously. Adrian J. Melia - Answered yes to question 8 pertaining to being arrested, indicted, tried etc. in any other jurisdiction. Certificate of Disposition was reviewed by the Board. ACTION: Mr. Zaccone motioned to accept the information submitted and admit Mr. Melia to take the Architectural Registration Examination. Mr. Kniesler seconded the motion. It passed unanimously. C Licensure by Examination The following applicant/s have completed all Divisions of the Architectural Registration Examination and are submitted to the Board for licensure:
