AUDIOLOGY AND SPEECH-LANGUAGE
PATHOLOGY ADVISORY COMMITTEE MAY 14, 2009 PUBLIC MINUTES ROLL CALL PRESENT Anne Eckert, Nancy Schneider, Hilda Pressman, and Gerard Caracciolo and Granville Brady ABSENT Louis Conte and Kathlyn Conlon-Pignio ALSO PRESENT Renee P. Clark, Executive Director Sonia Claudino, Administrative Staff Carmen Rodriguez, DAG CALL TO ORDER The regular bimonthly meeting of the Audiology and Speech-Language Pathology Advisory Committee was called to order at 124 Halsey Street at 10:00 a.m., all members having been notified of the time, date and place, and materials pertinent hereto having been provided. SUNSHINE LAW In compliance with Chapter 231 the Public Law of 1975, notice of this meeting was given to the Trenton Times, the Star Ledger, the Courier-Post and the Record. I APPROVAL OF MINUTES September 11, 2008 On a motion made by Hilda Pressman, seconded by Gerard Caracciolo, the Committee voted to approve the minutes as amended. There not being a quorum, this matter will be revisited at the next available meeting to approve the Committee’s decision. II ELECTION OF OFFICERS A motion was made by Hilda Pressman, seconded by Granville Brady to nominate Nancy Schneider for Committee President. The motion carried by unanimous vote. A motion was made by Hilda Pressman, seconded by Granville Brady to nominate Anne Eckert for Committee Secretary. The motion carried by unanimous vote. III CORRESPONDENCE The Committee reviewed correspondence submitted by Kathleen Ciaccia-Woskey regarding billing of services. After review a motion was made by Hilda Pressman, seconded by Gerard Caracciolo to send Ms. Ciaccia-Woskey a letter indicating that pursuant to N.J.A.C. 13:44C-9.1(a)3 billing any patient or third party payor for "speech-language pathology evaluation" or "speech-language pathology therapy" or "audiologic evaluation" or "audiologic services" or services described by similar words if the individual providing the service does not hold the appropriate license to practice audiology or speech-language pathology or is not a licensed physician is considered a fraud and misrepresentation. In addition the Committee would like to also site N.J.A.C. 13:44C-9.2 where it states that it shall be unlawful for a licensee to aid or assist any person engaging in any of the acts identified in N.J.A.C. 13:44C-9.1. The motion carried by unanimous vote. IV TRANSCRIPT REVIEW The Committee reviewed transcripts submitted by Dr. Armen Karakhanian. After review a motion was made by Gerard Caracciolo, seconded by Hilda Pressman to send Dr. Karakhanian a letter indicating that he does not satisfy the educational requirements for licensure as an Audiologist or Speech-Language Pathologist pursuant to N.J.A.C. 13:44C-3.2. The motion carried by unanimous vote. A motion was made by Grandville Brady, seconded by Hilda Pressman to authorize chair to make decisions in emergency situations and then bring back to committee for ratification at the next scheduled meeting. The motion carried by unanimous vote. V FYI a. NCSB Newsletter- b. NCSB 22nd Annual Conference in New Orleans c. NCSB Nominations. VI ASHA certification standards Chair directed that t a sub-committee be formed to review the ASHA certification standards. The sub-committee will consist of Anne Eckert, Nancy Schneider for Audiology and Gerard Caracciolo and Hilda Pressman for Speech. VII NEW BUSINESS Committee member Nancy Schneider submitted information regarding Telehealth and Telepractices. Chair directed that this matter be tabled to the next scheduled Committee meeting for further review by Committee.
