ROLL CALL

CALL TO ORDER The regular bimonthly meeting of the Audiology and Speech-Language Pathology Advisory Committee was called to order at 124 Halsey Street at 9:30 a.m., all members having been notified of the time, date and place, and materials pertinent hereto having been provided.

SUNSHINE LAW In compliance with Chapter 231 the Public Law of 1975, notice of this meeting was given to the Trenton Times, the Star Ledger, the Courier-Post and the Record.

I APPROVAL OF MINUTES

July 9, 2009

On a motion made by Hilda Pressman, seconded by Gerard Caracciolo, the Committee voted to approve the minutes with minor changes.

II REGULATORY MATTERS

a. Charles Manning discussed comments made regarding the cerumen management regulation. After discussion the Committee directed that Anne Eckert and Nancy Schneider would get additional information regarding number of supervised procedures needed for observation and hands on experience and report back to the committee at the November 12, 2009 meeting.

b. A Bill regarding Music Therapy was brought to the Committee by Regulatory Analyst Charles Manning. After review a motion was made by Gerard Caracciolo, seconded by Anne Eckert to oppose the Bill because Music Therapy should be supervised and the scope of practice should be explained. The motion carried by unanimous vote.

III 2010 MEETING DATES

After review the Committee approved the following 2010 meeting dates: January 21, 2010, March 18, 2010, May 20, 2010, July 15, 2010, September 16, 2010 and November 18, 2010.

IV OLD BUSINESS

a. Committee members Hilda Pressman and Gerard Caracciolo reported on current ASHA guideline for speech-language pathologist. Hilda Pressman will check on regionally accredited graduate schools and report back to the Committee, Gerard Caracciolo will submit ASHA code of ethics for the next Committee meeting.

b. Hilda Pressman to submit FAQS to Administrative office, then it will then be submitted to DAG, Carmen Rodriguez for review prior to posting.

V NEW BUSINESS

a. Committee reviewed report submitted by Committee President, Nancy Schneider regarding licensure requirements of New Jersey along with other States. After review the Committee determined that applicants licensed in Georgia, Hawaii, Louisiana and Ohio meet the licensure requirements in New Jersey. This matter will be tabled to the next scheduled Committee meeting.

b. Committee President, Nancy Schneider submitted a list of ASHA Credential Evaluation Services Agencies. A motion was made by Hilda Pressman, seconded by Gerard Caracciolo to give this list to applicants who require an evaluation.

Chair directed Executive Director, Renee Clark to contact the NCSB to request a recent list of evaluation agencies.

c. Committee members determined that all applicants educated prior to 1993 have to be evaluated on a case by case basis by Committee members.

VI CORRESPONDENCE

a. The Committee reviewed correspondence submitted by Linda Dickson Nash, a Speech Language Pathologist working for a rehabilitation company, regarding scope of practice. After review Chair directed a letter be sent to Ms. Dickson stating that Speech-Language Pathologist must follow facility guidelines and must be adequately trained and competent to perform certain procedures.

VII APPLICATION REVIEW (out of state applicants)

a. Judith Rabkin, is applying for a Speech-Language Pathology license. Ms. Rabkin is licensed in Massachusetts as a Speech-Language Pathologist. After review a motion was made by Anne Eckert, seconded by Kathlyn Conlon-Pignio to approve Ms. Rabkin’s license. The Motion carried by unanimous vote.

b. Robin S. Kaleck, is applying for a Speech-Language Pathology license. Ms. Kaleck is licensed in Pennsylvania as a Speech-Language Pathologist. After review a motion was made by Hilda Pressman, seconded by Kathlyn Conlon-Pignio to request that Ms. Kaleck provide her Bachelors degree transcript for Committee review. The Motion carried by unanimous vote.

c. Ralph Moscarella, is applying for an Audiology license. Mr. Moscarella is licensed in New York as an Audiologist. After review a motion was made by Hilda Pressman, seconded by Gerard Caracciolo to request that Mr. Moscarella provide his Bachelors degree transcript for Committee review. The Motion carried by unanimous vote.

d. Erika Kievit is applying for a Speech-Language Pathology license. Ms. Kievit is licensed in New York as a Speech-Language Pathologist. After review a motion was made by Hilda Pressman, seconded by Gerard Caracciolo to request that Ms. Kievit provide her Bachelors degree transcript for Committee review. The Motion carried by unanimous vote.

e. Michelle Friedman is applying for a Speech-Language Pathology license. Ms. Friedman is licensed in Maryland as a Speech-Language Pathologist. After review a motion was made by Anne Eckert, seconded by Hilda Pressman to request that Ms. Friedman provide her Bachelors degree transcript as well as documentation verifying certification of her clinical hours for Committee review. The Motion carried by unanimous vote.

VII APPLICATION REVIEW (out of state applicants, cont.)

f. Ross Stonefield is applying for a Speech-Language Pathology license. Mr. Stonefield is licensed in New York, Pennsylvania, Maryland, Massachusets and Delaware. A motion was made by Hilda Pressman, seconded by Anne Eckert to approve Mr. Stonefield’s license. The Motion carried by unanimous vote.

g. Jill Parmenter is applying for a Speech-Language Pathology license. Ms. Parmenter is licensed in Indiana, Massachusetts, Ohio, Illinois, Missouri and California. A motion was made by Hilda Pressman, seconded by Gerard Caracciolo to approve Ms. Parmenter’s license. The Motion carried by unanimous vote.

h. Dawn Shoemaker is applying for a Speech-Language Pathology license. Ms. Shoemaker is licensed in Pennsylvania. A motion was made by Hilda Pressman, seconded by Kathlyn Conlon-Pignio to request that Ms. Shoemaker provide her Bachelors degree transcript. The Motion carried by unanimous vote.

i. Laura Canetti is applying for a Speech-Language Pathology license. Ms. Canetti is licensed in Virginia as a Speech-Language Pathologist. A motion was made by Hilda Pressman, seconded by Kathlyn Conlon-Pignio to request that Ms. Canetti provide her Bachelors degree transcript. The Motion carried by unanimous vote.

j. Julia Katsman is applying for a Speech-Language Pathology license. Ms. Katsman is licensed in New York. A motion was made by Kathlyn Conlon-Pignio, seconded by Hilda Pressman to request that Ms. Katsman provide her Bachelor degree transcript and her ASHA CCCs. The Motion carried by unanimous vote.

VIII FYI

a. The Committee reviewed Nancy McMahon from the Connecticut Academy of Audiology’s correspondence as informational.
