THE BOARD MET IN COMMITTEE FOR LACK OF A QUORUM:
I. EXECUTIVE DIRECTOR?S REPORT:
1. Executive Director Jonathan Eisenmenger reported to the Board that the computer
system has been corrected to reflect the same renewal dates for enteral sedation
permit holders as the general dental license. All permit holders will be sent a
permit with the correct dates.
2. The committee briefly discussed the newspaper article and pending legislation that would require the Division of Consumer Affairs to process all consumer complaints within 120 days.
II. COMMITTEE REPORTS:

Dental Auxiliaries:
1. Danielle Davis, RDA - The committee discussed Ms. Davis?s application for
registration as a dental assistant. The committee recommends approval
pending confirmation that she passed the registered dental assistant examination.
2. Sherry Ewart, RDH - The committee discussed Ms. Ewart?s application for a
dental hygiene license by credentials. Ms. Ewart meets all requirements for
licensure. The committee recommends approval.
Dental:
1. Dr. David Burdette - The committee discussed Dr. Burdette?s application for a
New Jersey dental license. Dr. Burdette meets all requirements for licensure. The
committee recommends approval.
2. Dr. Anthony Ruggerio - The committee discussed Dr. Ruggerio?s application for
reinstatement of his New Jersey dental license. Dr. Ruggerio is also requesting an
extension to complete the required continuing education credits. The committee
recommends that Dr. Ruggerio provide mitigating circumstances as to why he has
not been able to complete the continuing education credits.
3. Dr. Steven H. Brenman - The committee reviewed additional information
requested in follow-up to his application for a New Jersey dental license. The
committee recommends that Dr. Brenman be scheduled for an appearance before
the Board.
4. Dr. Jeffrey Miller - The committee reviewed Dr. Miller?s application for a New
Jersey dental license by credentials. Dr. Miller took the Southern Regional Board (SRTA) in June 2002. Dr. Miller meets all requirements for licensure. The
committee recommends approval.
5. Dr. Todd Mehlman - The committee discussed Dr. Mehlman?s application for a
New Jersey dental license. Dr. Mehlman meets all requirements for licensure.
The committee recommends approval.
6. The committee discussed a request from Dr. Michel Abou-Obeid indicating that he took the NERB exam for Texas only. The committee recommends that NERB be contacted for an explanation of this nature of the examination administered to the
dentist.
III. REPORTS SUBMITTED PURSUANT TO N.J.A.C. 13:30-8.8:
Additional information requested:
1. Dr. Helen Kim - The committee reviewed additional information requested by the Board.
The committee voted to issue a "thank you" letter to Dr. Wolinsky (attending dentist in
hospital) noting that he provided exceptional treatment to this patient and provided a thoughtful comprehensive response to the Board?s request. This matter was moved to Executive Session for further discussion.

informational.
2. Dr. Keehong Kwon - The committee recommends this matter be taken as
informational.
IV. REQUESTS FOR REINSTATEMENT OF LICENSE:
1. Dr. Alfred Sabato - The committee discussed Dr. Sabato?s application for reinstatement of his New Jersey dental license. The committee recommended requesting a letter from
Dr. Sabato?s pain management specialist concerning his treatment, a status update of
the disposition of his child support obligation, and to put together a payment plan for the
outstanding penalty from the Board Order.
2. Dr. Victor Paul Terranova - The committee discussed Dr. Terranova?s application for
reinstatement of his New Jersey dental license. The committee recommended
scheduling Dr. Terranova for an appearance.
V. OTHER MATTERS:
1. The committee reviewed additional information from Dr. Neal A. Demby and Dr. Susan L. Dietrich concerning the Lutheran Medical Center dental resident placement in New Jersey to treat under served populations. This matter was tabled from the May 7, 2008 agenda. The committee was sympathetic and encouraging to the training of dental
residents and post-graduate students, as well as serving populations where there is a great need for dental services. However, it appears that the Board?s statutes would prohibit an arrangement where an out-of-state hospital would place residents in off-site, private practice environments. The Board noted that individuals who hold dental licenses in New Jersey would be free to function by virtue of their licenses.
2. Mayra Modesto-Garrido, DDS - The committee discussed a request for interpretation of the Board?s regulation which involves compensation of patients for referring friends
and family. The committee found that this is prohibited by the current regulations.
3. The committee discussed an inquiry from Jane Santangelo questioning whether there is anything within the scope of the practice which would prohibit a dentist from selling supplements & vitamins within his practice. The committee recommends that
additional information be obtained, specifically, what he is selling and supportive
information to indicate purported benefits.
4. The committee discussed an inquiry from Tony Plakis questioning whether a dental office in the State of NJ can participate in a Professional Employer Organization in order to have its employees receive group benefits. The committee recommends that
additional information be obtained and an explanation of his comment "PEO?s were approved in the State of NJ since 2002."
5. The committee reviewed a letter from Geeta Acharya, Compliance Officer, UMDNJ questioning the branch license requirement for New Jersey Dental School faculty. The committee stated that it was not necessary to obtain a branch license for teaching at the school itself. However, providing treatment at a faculty practice, or another facility or private practice, would require a branch license.
6. The committee reviewed an inquiry concerning DentalPlans.com. The committee
recommended that a copy of the contract that is used between this plan and New Jersey dentists be obtained.
