II. COMMITTEE REPORTS:
1. Credentials:
Dental Applications:
- Dr. Joseph Brasco - The committee discussed the request for reinstatement of his New
Jersey license. The committee approved this application pending receipt of the proof of
completion of the continuing education courses taken.
- Dr. Ana Altarriba-Walsh - Application for a New Jersey dental license. This licensee
meets all requirements for licensure. The committee recommends approval.
- Dr. Sang Kim - Application for a New Jersey dental license. The committee recommends the denial of license because the exam taken by Dr. Kim in California is not comparable to NERB.
- Dr. Joseph Labado - Application for a resident permit. This licensee meets all requirements for licensure. The committee recommends approval.
- Dr. Anthony Ruggerio - The committee discussed Dr. Ruggerio?s request for extension
to complete the continuing education credits required for the reinstatement of his New
Jersey dental license. The committee recommends that Dr. Ruggerio?s license be
reinstated and that he be given a four month extension to complete the credits.
- Dr. Mary Johnson - Application for a New Jersey dental license. The committee
recommends that Dr. Johnson advise when she ceased the clinical practice of dentistry.
- Dr. Adam Hershkin - Application for a New Jersey dental license. This applicant
meets all requirements for licensure. The committee recommends approval.
- Dr. Michel Abou-Obeid - Dr. Abou-Obeid took the Texas only part of NERB. He
did not graduate from an approved school and is currently enrolled at UMDNJ - New
Jersey dental school. He is requesting that the NERB exam he took be approved to apply for a New Jersey license upon graduation from UMDNJ. The committee recommends that this request be approved.
- Dr. Dmitry Shapiro - Application for a New Jersey dental license. This applicant
meets all requirements for licensure. The committee recommends approval.
- Dr. Joseph Haimson - Application for a New Jersey dental license. The committee
recommends that Dr. Haimson be requested to provide his work history, specifically
his activities for the last five years.
- Dr. Allen Koral - Application for a New Jersey dental license. The committee recommends that an appearance before the Board be scheduled to discuss the information disclosed on his application.
Dental Auxiliaries:
- Kathryn Sartorius, RDH - Application for a dental hygiene license. Ms. Sartorius meets all requirements for licensure. The committee recommends approval.
- Melynda Frazier, RDA - Application for a registered dental assistant registration.
Ms. Frazier meets all requirements for licensure. The committee recommends approval.
- Michele Marusky, RDA - Application for a registered dental assistant registration.
The committee moved this matter to Executive Session for discussion.
The Board in a motion by Dr. Cappetta, seconded by Ms. Delaney, approved the committee
recommendations.
2. Continuing Education:
The Board in a motion by Dr. Placa, seconded by Ms. Delaney, approved the continuing
education committee?s recommendations.
III. EXECUTIVE DIRECTOR?S REPORT:
1. Proposed Amendment: N.J.A.C. 13:30-1A.2 - Proposed New Rule: N.J.A.C. 13:30-1A.3
Scope of Practice of Licensed Dental Hygienist; Administration of Local Anesthesia
by Licensed Dental Hygienists. Comments can be submitted by August 1, 2008.
2. NJ Department of Environmental Protection - Notice of Rule Proposal -
Revision to Radiation Protection Programs? Regulations in Support of Agreement
State Initiative N.J.A.C. 7:28-1 through 13, 17, 18 48 and proposed new N.J.A.C.
7:28-50 through 64. The Board took this as informational.
3. Executive Director Jonathan Eisenmenger reported that the application for the
Limited Professional Registration Certificate has been printed and mailed to interested parties.
IV. PROPOSED LEGISLATION:
1. S-1805 - Permits removal of State board, commission or independent authority member
for failure to attend three consecutive meetings thereof without good cause. During
discussion of this matter, the Board members noted that the concept is good but questions
whether there is any data to support that there is an issue of chronic absenteeism of Board members at meetings.
2. A-2735 - Prohibits employment and licensing background checks to go back further
than seven years under certain circumstances. The Board took no position in this matter.
3. S-1815 - Requires legal action against certain licensed persons to be brought within
two years. The Board took no position in this matter.
4. A-2925 - Directs Division of Consumer Affairs to develop informational brochure
regarding dental amalgam, and requires dentists to distribute brochure to patients and
offer composite alternatives. The Board in a motion by Dr. Placa, seconded by
Dr. Cappetta, voted to submit a statement in opposition to this bill indicating the required disclosures contemplated by this bill are not based on scientific fact. The Board referred to myriad texts and scientific journals documenting the safety of amalgam as a restorative material.
V. PROVISIONAL ORDERS OF DISCIPLINE TO BE FINALIZED:
1. Dr. Alexander Musheyev - The Board discussed the Provisional Order of Discipline
filed by the Board and Dr. Musheyev?s response. Dr. Musheyev has paid the penalty in this matter. The Board determined that the POD be finalized.
VI. APPEARANCES:
1. 10:00 A.M. - Dr. Steven H. Brenman - Appearance concerning information disclosed
on his application for reinstatement of his New Jersey dental license.
At the conclusion of Dr. Brenman?s explanation of the incidents followed by questions
from the Board, the matter was ended.
The Board moved this matter to Executive Session for deliberation. No decision was
made on the application.
VII. PUBLIC COMMENTS:
1. Johnson & Johnson - Sylvia Santos appeared to discuss with the Board about obtaining a Dental Clinic Permit for Johnson & Johnson. The Board will look at the information submitted and make a determination at a future meeting.
ADJOURNMENT:
