BOARD OF EXAMINERS OF ELECTRICAL CONTRACTORS
FIRE ALARM BURGLAR ALARM AND LOCKSMITH ADVISORY COMMITTEE MINUTES OF JUNE 16, 2009 PUBLIC SESSION The notice of this meeting was prepared in the Office of the Board and mailed to the Secretary of State, the Star Ledger, the Trenton Times and the Courier Post. CALL TO ORDER The meeting of the Fire Alarm, Burglar Alarm and Locksmith Advisory Committee was called to order by Chairman Robert Shoremount at 9:45 a.m. in the Hudson Room, Sixth Floor, 124 Halsey Street, Newark, New Jersey. All parties were duly notified of the date, time and location of this meeting and pertinent material was provided to meeting participants. Attendees recited the Pledge of Allegiance prior to the roll call of members. ROLL CALL Committee Members Present:

George DeLuca, Administrative Analyst Committee members Edward Bagniewski, Arthur Fucetola and Richard Rible were unable to attend the meeting. ANNOUNCEMENTS To date, the Committee has licensed 435 businesses. Additionally,
16 business license applications are pending to be licensed Staff has prepared 11 individual license applications for review by the Advisory Committee at this meeting. APPROVAL OF MINUTES OF APRIL 21, 2009 Upon the review of the April 21, 2009 Public Session, motion was made by Charles Okun, seconded by Keith Eaves and unanimously passed to ratify the Public Session minutes for the April 21, 2009 meeting. APPROVAL OF MINUTES OF MAY 19, 2009 Upon review of the minutes of the May 19, 2009 Public Session, the Advisory Committee recommended to correct the following: page four (4), paragraph one (1) Title
- Intelligent Network Camera Course 16 hours (TECES) Subsequent to the discussion, motion was made by Robert Boyer, seconded by Keith Eaves and unanimously passed to accept the amended minutes of the May 19, 2009 meeting. CHAIRMAN’S REPORT Chairman Shoremount informed the Advisory Committee that all applicants applying for a business license need an original Surety Bond and Certificate of Insurance with the Advisory Committee as the certificate holder. - OSHA 10 hour Safety & Health for Construction Course 12 hours (Hold pending information from sponsor) The OSHA 10 hr course exceeds the requirement for a maximum of 8 contact hours in one day. Additionally, the hours listed on documentation submitted do not add up appropriately. Sponsor is asked to design the course for 2 days and correct the addition. - NICET Certification 16 hours (Hold pending clarification from sponsor) The Committee feels that the title is misleading since NICET Certification is provided only by NICET. We request that the Sponsor rename the course to differentiate their course of study from the CERTIFICATION provided by NICET. The Fire Sprinkler Design course is out of scope of the fire alarm license. The instructors for the continuing education programs were also approved by the Subcommittee. - Request For Approval Of An Instructor NJ Burglar And Fire Alarm Association Sponsor: NJ Burglar and Fire Alarm Association - Additional Instructor: Lisa M. LaRue The instructor for the continuing education program was also approved by the Subcommittee. Motion was made by Robert Boyer, seconded by Charles and unanimously passed to accept the recommendations made by the Continuing Education Subcommittee. - Proposed Draft Amendments To Continuing Education Requirements (N.J.A.C. 13:31A-1.2) Motion was made by Robert Boyer, seconded by Charles Okun and unanimously passed to move the matter to Executive Session for further review. CORRESPONDENCE - Request For Waiver Of Business License Requirement Stuart Gilbert, Licensee, Superior Protection Services The Advisory Committee reviewed and discussed correspondence received from Stuart Gilbert, Licensee, Superior Protection Services with regard to a request for waiver of business license requirement. Subsequent to discussion, a motion was made by Robert Boyer, seconded by William Hartung and unanimously passed requesting that Stuart Gilbert, Licensee, Superior Protection Services be sent correspondence expressing the Advisory Committee’s appreciation for his inquiry and informing him that should he do business in New Jersey in the future he must obtain a business license. NOTICE OF PROPOSAL, N.J.A.C. 13:31A - Proposed Readoption And Amendments The Advisory Committee reviewed and discussed proposed readoption with amendments of the Advisory Committee Rules: N.J.A.C. 13:31A, published in the May 4, 2009 New Jersey Register. There is a 60 day comment period prior to final publication of the readopted and amended Advisory Committee Rules. Motion was made by Charles Okun, seconded by Jon Sprague and unanimously passed to adjourn the Public Session at 10:30 a.m. and proceed into Executive Session. Motion was made by Keith Eaves, seconded by Jon Sprague and unanimously passed to recommend to adjourn the Executive Session at 2:00 p.m. and proceed into the Public Session.
- IMO Request For Reinstatement, Order of Summary Suspension Subsequent to the inquiry and deliberation, motion was made by Keith Eaves, seconded by Robert Boyer and unanimously passed requesting Mr. Masterson provide additional information with regard to names and addresses of clients and copies of permits that were filed and advising him that he must refrain from performing fire alarm and burglar alarm work unless he obtains an Electrical License and Electrical Business permit or sub-contracts the work to a Licensed Electrical Contractor. Also, motion was made by Keith Eaves, seconded by Robert Boyer and unanimously passed advising Mr. Masterson that he must renew his individual fire alarm and burglar alarm licenses, obtain a business license and complete 60 continuing education units by August 2010. REVIEW OF APPLICATIONS FOR ALARM AND LOCKSMITH LICENSES The Advisory Committee reviewed the applications of alarm and locksmith applicants seeking alarm and locksmith licenses at this meeting. ADJOURNMENT Having no further business, motion was made by Keith Eaves, seconded by Jon Sprague and unanimously passed to adjourn the Public Session at 2:30 p.m. The minutes reflect actions and decisions taken by the Advisory Committee at this meeting.
