Public Session

CALL TO ORDER

The meeting of the Home Inspection Advisory Committee was called to order by Chairman Michael Fitzpatrick at 9:40 a.m. in the Monmouth Conference Room, seventh floor, 124 Halsey Street, Newark, New Jersey. All parties were duly notified of the time, date and place and all pertinent material had been provided.

SUNSHINE LAW ANNOUNCEMENT

Joseph Grabowy read the statement required by Chapter 231, Laws of 1975, known as the Open Public Meetings Act, and announced that notice of the meeting was prepared in the office of the Committee and mailed to the Secretary of State, the Star-Ledger, the Courier Post, the Bergen Record and the Atlantic City Press.

APPROVAL OF MINUTES

REPORT OF THE EXECUTIVE DIRECTOR

Executive Director Russo provided the Committee with the following licensing statistics as of March 4, 2008:

Total Licensed Home Inspectors 686

Total Expired Home Inspectors 55

Total Inactive Home Inspectors 73

Total Pending/Incomplete Home Inspector Applications 110*

* Includes application files deemed incomplete, abandoned, and those approved but never activated since the licensure fees were never remitted to the Committee office.

ED Russo stated that he is still awaiting a determination from Acting Director Larry DeMarzo and the Division of Law regarding its policy on abandoned applications for licensure.

Incoming Correspondence

Lynn E. Rosch
Re: Uniform Penalty Letter in Lieu of Formal Disciplinary Complaint
January 14, 2008

Ms. Rosch provided an explanation for the committee to review.

After reviewing this correspondence and on a motion by CM Casper, seconded by Vice-Chairman Del Greco, the Committee concluded to reaffirm its Uniform Penalty Letter as previously issued.

Siad Gabriel
Re: Uniform Penalty Letter in Lieu of Formal Disciplinary Complaint

Mr. Gabriel provided an explanation for the Committee to review.

After reviewing this correspondence and on a motion by Vice-Chairman Del Greco, seconded by CM Casper, the Committee concluded to reaffirm its Uniform Penalty Letter decision as previously written.

REVIEW OF HOME INSPECTION APPLICATIONS FOR LICENSURE

On a motion by Vice-Chairman Del Greco, seconded by BM Casper, the Committee concluded that additional information was needed from the following applicants for licensure:

On a motion by Vice-Chairman Del Greco, seconded by BM Casper, the Committee concluded to approve the following applications pending receipt of a current errors and omissions insurance policy:

On a motion by CM Casper, seconded by Chairman Fitzpatrick, the Committee concluded to approve John Donovan, application #1248438, for licensure. Vice-Chairman Del Greco recused himself.

The Committee reviewed an 2003 dated grandfather application from Michael Allen who just recently provided proof of insurance. After reviewing this application, Vice-Chairman Del Greco requested that he provide a list of inspections since 2003, resubmit a new application and pay a new application fee.

On a motion by Vice-Chairman Del Greco, seconded by CM Casper, the Committee unanimously voted to approve the following continuing education courses with the corresponding number of professional development hours (pdh):

On a motion by Vice-Chairman Chair Del Greco, seconded by CM Casper, the Committee unanimously voted to enter into Executive Session.

On a motion contained in the Executive Session minutes, the Committee re-entered into Public Session to adjourn.

ADJOURNMENT

On a motion by Vice-Chairman Del Greco, seconded by CM Casper, the Committee voted to adjourn the meeting at 3:30 PM.
