STATE BOARD OF PSYCHOLOGICAL EXAMINERS The general meeting of the New Jersey State Board of Psychological Examiners was held at the Board office, 124 Halsey Street, Newark, New Jersey. The meeting was called to order at 9:40 a.m. by Dr. Friedman, Chair. PRESENT:

Michael Walker, Executive Director REVIEW OF MINUTES: Upon motion made by Dr. Groveman and seconded by Dr. Farrell, the Board approved the public session minutes of January 7, 2008, with corrections. Voting in favor of the motion: all. CLOSED SESSION AND RETURN TO OPEN SESSION The Board voted unanimously to go into closed session for discussion of the oral examinations. The Board returned to open session. CREDENTIAL COMMITTEE REPORT: TEMPORARY PERMIT|NOT TO EXCEED THREE YEARS The following candidates were unanimously approved for a three-year temporary for the supervised practice of psychology: Carter Cloyd, Psy.D. Daren Caffery, Ph.D. TEMPORARY PERMIT|NOT TO EXCEED ONE YEAR The following candidate was unanimously approved for a one-year temporary permit for the unsupervised practice of psychology: Jennifer Carlin-Mathis, Ph.D. Upon motion made by Dr. Farrell and seconded by Dr. Orozco, the following candidates qualified for licensure. Voting in favor of the motion: all. Christina A. Palmese, Ph.D. Gina Rudolph, Psy.D. Gahan J. Pandina, Ph.D. Dr. Pandina wrote requesting an extension of the 90-day limit to submit his work sample for the oral examination. Dr. Pandina stated that he does not have a recent case to submit for the oral examination because he has been working in a research setting without responsibility for direct patient care. Therefore, Dr. Pandina requested that he be issued a temporary permit in order to obtain an appropriate case for his work sample Upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board voted to issue Dr. Pandina a three-year supervised temporary permit for a period not to exceed one year. Additionally, the Board also approved a one year extension for the submission of his work sample to the Board office. Voting in favor of the motion: all. Elizabeth Groisser, Psy.D. Dr. Groisser wrote requesting an extension of the 90-day limit to submit her work sample for the oral examination. Dr. Groisser stated that she has not been able to complete her work sample because of the necessity to care for her mother. Upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board voted to grant Dr. Groisser an additional 90 days to submit her work sample for the oral examination. Voting in favor of the motion: all. Kelly J. Sullivan, Ph.D. Dr. Sullivan wrote requesting an extension of the 90-day limit to submit her work sample for the oral examination. Dr. Sullivan stated that since assuming a new position at her place of employment, she has not been able to devote ample time towards the completion of her work sample for submission. Upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board voted to grant Dr. Sullivan an additional 90-days to submit her work sample for the oral examination. Voting in favor of the motion: all Kenneth G. Roy, Ed.D., #2269 Professor Dan Fishman at the Rutgers Graduate School of Applied and Professional Psychology has asked Dr. Roy to speak about state licensure requirements to his professional development class on March 4, 2008. Dr. Roy requests that the Board give him permission to do the presentation in order to proceed to obtain approval from Robert Campanelli, Ethics Liaison Officer, DCA. Upon motion made by Dr. Groveman and seconded by Dr. Orozco, the Board voted to permit Dr. Roy to give the presentation at Rutgers GSAPP. Voting in favor of the motion: all. Michael Weissman, Psy.D. Dr. Weissman wrote requesting an extension of his three-year supervised temporary permit that expires on February 13, 2008. Dr. Weissman stated that he as completed all of the necessary supervisory hours required to take the E.P.P.P. written examination. However, he has not yet registered to take the exam as both work and family obligations have made it difficult for him to properly prepare for the examination. Upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board voted to extend Dr. Weissmanfs temporary permit for an additional year, expiring on February 13, 2009, contingent upon him taking the E.P.P.P. written examination on or before August 31, 2008. Voting in favor of the motion: all. Jessica Kornwasser, Psy.D. Dr. Kornwasser wrote requesting an extension of her three-year supervised temporary permit that expires on March 16, 2008. Dr. Kornwasser stated that she has just passed the E.P.P.P. written examination and is currently working on her work sample. Dr. Kornwasser further stated that because she will not be licensed by the expiration of her permit, an extension of her permit would be required. Upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board voted to extend Dr. Korwasserfs temporary permit for an additional year expiring on March 16, 2009. Voting in favor of the motion: all. Michele Cannata, Psy.D. Dr. Cannata wrote requesting an extension of her three-year supervised temporary permit that expired on February 3, 2008. Dr. Cannata stated that as of January 2008, she has completed her supervision hours making her eligible to take the E.P.P.P. written examination. Dr. Cannata is requesting an extension of her permit which would allow her to study for the written examination. Upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board voted to extend Dr. Cannatafs temporary permit for an additional year, expiring on February 3, 2009, contingent upon her taking the E.P.P.P. written examination on or before August 31, 2008. Voting in favor of the motion: all. Abby Lipschutz, Psy.D. Dr. Lipschutz wrote requesting a retroactive extension of her one-year unsupervised temporary permit that expired on August 7, 2007. Dr. Lischutz stated that she was remiss in requesting an extension of her permit but she is currently waiting to be scheduled to take her oral examination. Upon motion made by Dr. Orozco and seconded by Dr. Patterson, the Board voted to deny Dr. Lipschutzfs request to backdate the extension of her temporary permit from August 2007 to the present. However, the Board did extend Dr. Lipschutz temporary permit from February 4, 2007 until she receives the results of her oral examination. Additionally, the Board requested that Dr. Lipschutz submit to the Board office the total number of clients she had been seeing on a weekly basis and the number of hours per week of client contact during the period that her permit was expired. Voting in favor of the motion: all. Judith Glassgold, Psy.D., #2871 Dr. Glassgold, President-Elect, of the New Jersey Psychological Association wrote informing the Board that Lorryn Wahler, Executive Director, and Barry Helfmann, Psy.D., #1245, Director of Professional Affairs, will be serving as liaisons to the New Jersey State Board of Psychological Examiners. Scott A. Roth, Psy.D. Dr. Roth wrote requesting clarification as to whether or not group supervision only would be acceptable from the time one passes the E.P.P.P. written examination until licensure, or if individual supervision would still be necessary. Upon motion made by Dr. Groveman and seconded by Dr. Orozco, the Board requested that Dr. Roth confirm that the group supervisor will be the same person that will assign his cases. The Board will make a determination when that information is received. Voting in favor of the motion: all. Dennis J. Alessi, Esq. The Board reviewed a response from Dennis J. Alessi, Esq, general counsel to the New Jersey Psychological Association, concerning the Boardfs request that the Association send an explanation to all members that the Practicing Psychology Licensing Act does not require continuing education credits for license renewal. In the course of the discussion, it became apparent that a cover letter was originally included in the mailing with the brochure describing the proposed continuing education requirements. The Board was informed that the cover letter explained that the brochure was only a proposal. Because the cover letter was not included in the information provided to the Board by a licensee, Lorryn Wahler, Executive Director of the New Jersey Psychological Association, offered to provide a copy of the letter. The Board will review the letter when it is received. REPORT ON PERMIT CONFERENCES HELD ON 2/5/08|GROVEMAN/OROZCO Michael Jordan, Ph.D./Flora DeFilippo, Ph.D., supervisor (Present) Dr. Jordon failed the E.P.P.P. written examination administered on December 28, 2007 and is currently working under a three-year supervised temporary permit. Upon motion made by Dr. Farrell and seconded by Dr. Orozco, the Board voted to continue Dr. Jordanfs temporary permit, with no change. Voting in favor of the motion: all. Susan Walker, Ph.D./Jaclyn Friedman-Lombardo, Ph.D., supervisor (Present) Dr. Walker failed her oral examination taken on October 12, 2007and is currently working under a three-year supervised temporary permit. Upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board voted to extend Dr. Walkerfs temporary permit until December 9, 2008. Voting in favor of the motion: all. REVIEW OF RENEWAL EXEMPTION NOTICE FORMS West Bergen Mental Healthcare, Inc. The Board reviewed a continuation of exemption status request from Michael J. Tozzoli, LSCW, CEO. Pursuant to the provisions of N.J.S.A. 45:14B-6 (a)3, after review of the information provided in the continuation request and upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board determined that West Bergen Mental Healthcare, Inc. continues to qualify as an exempt facility. Mr. Tozzoli will be reminded that, in order to continue exempt status, the agency is required to confirm annually that it continues to meet the qualifications for exempt status. Pursuant to the provisions of N.J.S.A. 45:14B-6 (a)3, after review of the information provided in the continuation request and upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board determined that Family & Childrenfs Services continues to qualify as an exempt facility. Mr. Webb will be reminded that, in order to continue exempt status, the agency is required to annually that it continues to meet the qualifications for exempt status. Hersh Child Protection Center|St. Peterfs University Hospital The Board reviewed a continuation of exemption status request from Jamila Irons-Johnson, Psy.D., #4367. Pursuant to the provisions of N.J.S.A. 45:14B-6 (a)3, after review of the information provided in the continuation request and upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board determined that Dorothy B. Hersh Child Protection Center|St. Peterfs University Hospital continues to qualify as an exempt facility. Dr. Irons-Johnson will be reminded that, in order to continue exempt status, the agency is required to annually that it continues to meet the qualifications for exempt status. Voting in favor of the motion: all. Preferred Behavioral Health of New Jersey, Inc. The Board reviewed a continuation of exemption status request from Michael Blatt. Pursuant to the provisions of N.J.S.A. 45:14B-6 (a)3, after review of the information provided in the continuation request and upon motion made by Dr. Orozco and seconded by Dr. Groveman, the Board determined that Preferred Behavioral Health of New Jersey, Inc. continues to qualify as an exempt facility. Mr. Blatt will be reminded that, in order to continue exempt status, the agency is required to annually that it continues to meet the qualifications for exempt status. Voting in favor of the motion: all. Catholic Charities, Diocese of Metuchen The Board reviewed a continuation of exemption status request from Marianne Majewski, Executive Director. Pursuant to the provisions of N.J.S.A. 45:14B-6 (a)3, after review of the information provided in the continuation request and upon motion made by Dr. Patterson and seconded by Dr. Farrell, the Board determined that Catholic Charities, Diocese of Metuchen does not meet the criteria for a non profit bona fide community agency based on the fact that a licensed psychologist is not on staff. Further review of the information submitted indicated an exemption is not needed at this time. However, Ms. Majewski was advised that if the organization hires an employee to provide psychological services, it must hire a licensed psychologist. At that time, the organization could resubmit the paperwork for approval. Voting in favor of the motion: all. Christian Health Care Center The Board reviewed a continuation of exemption status request from Joanne Reilly, Vice President. Pursuant to the provisions of N.J.S.A. 45:14B-6 (a)3, after review of the information provided in the continuation request and upon motion made by Dr. Patterson and seconded by Dr. Farrell, the Board determined that Christian Health Care Center does not meet the criteria for a non profit bona fide community agency based on the fact that a licensed psychologist is not on staff. Further review of the information submitted indicated an exemption is not needed at this time. However, Ms. Reilly was advised that if the organization hires an employee to provide psychological services, it must hire a licensed psychologist. At that time, the organization could resubmit the paperwork for approval. Voting in favor of the motion: all. DISCIPLINARY MATTERS I/M/O Irit Felsen, Ph.D. Rosalind Dorlen, Psy.D., board approved supervisor for Dr. Felen, submitted a second report on the supervised practice of Dr. Felsen. Dr. Dorlen reported that she continues to provide weekly supervision of Dr. Felsen psychological practice as well as helping her focus on the psychological/countertransferential issued that may emerge and impact clinical judgment and ethical decision making when treating personality and character-disordered patients. The Board accepted the report as informational. REVIEW OF LEGISLATION Assembly, No. 511|Proposes to makes it a crime of the 3rd degree to practice psychology without a license and prohibits certain unlicensed employees of nonprofit community agencies from using title of "Psychologist" Upon motion made by Dr. Groveman and seconded by Orozco, the Board voted to table the review of this bill for a later time.
