CERTIFIED PSYCHOANALYSTS ADVISORY COMMITTEE OPEN SESSION MINUTES I. CALL TO ORDER Committee Chair, Patricia Harte Bratt, called the meeting of the Certified Psychoanalysts Advisory Committee to order at 10:15 a.m. Dr. Bratt announced that in accordance with the Open Public Meetings Act, adequate notice of this meeting was sent to the Secretary of State, The Star Ledger, The Trenton Times, The Bergen Record, The Courier Post and The Atlantic City Press. REVIEW OF MINUTES 1- Upon motion made by Dr. Jerome Rosenberg and seconded by Dr. Vicki Semel the Committee members voted to approve the Minutes from January 24, 2007 open public meeting, as corrected. At 10:20 a.m. the Committee moved to executive session to consider the executive session minutes of January 24, 2007. At 10:25 a.m. the Committee returned to open session. 2- Executive Director J. Michael Walker introduced to the Committee members the newly appointed Regulatory Analyst Mr. Chuck Manning. All welcomed him. IV. INFORMATION GATHERING PROCESS The Committee continued the information gathering process in listening to invited guests . Conference call with Kate Morrell, board member of the National Accreditation Board of Psychoanalysis, Inc. The National Accreditation Board of Psychoanalysis, Inc. (NABP) has been engaged in the work of setting standards for psychoanalytic training institutes and accreditation for sixteen years to ensure that each accredited institute provides appropriate professional training. The standards have been modelled on those developed for academic institutions by the New England Association of Schools and Colleges, and in consultation with institutes already in existence including those outside of the modern school of thought. A consensus of basic requirements for training programs was the goal. The process developed first by focussing on what preparation a student needs to be competent and responsible in the field of psychoanalysis. Then, NABP focussed on what an institute needs to provide for a student to achieve competent and responsible professional status. Accreditation is viewed as an opportunity for an institute to review and strengthen its program. NABP also serves to assist previously accredited institutes in enhancing their programs. NABP presently accredits seven institutes across the country, three of which offer advanced academic degrees in addition to certificate programs in psychoanalysis. V. EXECUTIVE DIRECTOR’S REPORT 1- Copy of the Division of Law Billing - Fiscal Year Budget Report for the second quarter of the year was questioned by Committee members regarding charges not recognized. Executive Director J. Michael Walker will explore these charges with the Division of Law. 2- Documents Received from Dr. David J. Dalrymple, D.Min. LCPC, N.C.PsyA were accepted as informational. VI.
