Please be advised that the State of New Jersey adopts the Uniform Engine Fuels and Automotive Lubricants Regulations contained in the National Institute of Standards and Technology Handbook 130. Accordingly, pursuant to law, all automotive oil change businesses MUST comply with these regulations.
These regulations state that the automotive oil change business must provide receipts to the consumer that include the following:
- The viscosity grade classification preceded by the letters SAE;
- The name, brand, trademark or trade name of the vehicle engine (motor) oil;
- The engine service category or categories (displayed in letters not less than 1/8 inch in height);
- Specific vehicle or engine manufacturer standard(s) met (displayed in letters not less than 1/8 inch in height). If the vehicle (motor) oil only meets a vehicle or engine manufacturer standard, the label must clearly identify that the oil is only intended for use where specifically recommended by the vehicle or engine manufacturer; and
- Whenever the vehicle engine (motor) oil does not meet an active API service category, the receipt shall bear a plainly visible cautionary statement in compliance with the latest version of SAE J183.
Additionally, distributors to automotive oil change business MUST, upon each delivery, provide the business with an invoice, bill of lading, shipping paper or other documentation. This documentation must identify the quantity of bulk engine (motor) oil delivered in same way as described above. The name and address of the seller and buyer and the date and time of the sale must also be included on this documentation.
Documentation must be retained at the business establishment for a period of not less than one year.
