Consistent with the requirements of N.J.S.A. 10:4-9.1, electronic notice is herein provided that the State Board of Examiners of Heating, Ventilating, Air Conditioning, and Refrigeration (HVACR) Contractors will hold a meeting on Tuesday, April 1, 2025 at 9:00 am. The meeting is being conducted electronically only. Notice has been provided to the Secretary of State, the Star Ledger and the Asbury Park Press. _____________________________________________________________________

Public comments may be accepted in writing. Any public comments should be submitted by 4:00 pm on Monday, March 31, 2025 by emailing Susan Rischawy, Executive Director at hvacr@dca.njoag.gov. The email should contain the name of the submitter. The Board will make its best efforts to read any comments received into the record during the meeting.

SCAM ALERT
The Division of Consumer Affairs (Division) is warning all licensed professionals about individuals impersonating New Jersey Division of Consumer Affairs (DCA) investigators, Drug Enforcement Administration (DEA) agents, DEA investigators, New Jersey Drug Control Unit investigators, Federal Bureau of Investigation (FBI) investigators, and other law enforcement personnel, as part of an extortion scheme.

The impersonators are contacting licensees by telephone or letter, stating that they are the subject of an investigation. The callers are demanding money to clear up the matter, or threatening to revoke the individual’s license. Please be advised that the Division of Consumer Affairs will not contact licensees by telephone to discuss investigations or demand money.

Anyone receiving a telephone call from a person purporting to be any of the above mentioned individuals seeking money, should refuse the demand. We encourage you to report the call to the Federal Trade Commission (FTC) at ReportFraud.ftc.gov. You may also report the call to the Division at AskConsumerAffairs@lps.state.nj.us.

Checklist - for RECIPROCITY ONLY

N.J.A.C. 13:32A-2.5 Reciprocity with other states (a) An individual who is licensed to practice HVACR contracting in another state may obtain a license in New Jersey without taking the master HVACR licensing examination as long the applicant submits the following:

    1. Proof that the applicant is licensed as an HVACR Contractor in another state;
    2. Proof that the state in which he or she is licensed allows New Jersey licensed master HVACR contractors to obtain a license in that State based upon New Jersey licensure;
    3. Proof that the State where the applicant is licensed as an HVACR Contractor has licensure standards equal to or comparable to licensure requirements in New Jersey.

N.J.A.C. 13:32A-2.5 Reciprocity with other states

(b) An applicant for a master HVACR contractor license who is licensed in another state shall submit proof that the applicant has met the education requirements of N.J.A.C. 13:32A-2.2, as follows:

    • Official transcript(s) for each degree diploma or certificate from recognized colleges, universities, vocational schools, trade schools or community colleges, accredited by a regional accrediting body recognized by the United States Department of Education, Office of Postsecondary Education which includes education in the proper management of chlorofluorocarbons and other refrigerants, including high global warming potential gases; Or
    • A copy of a certificate proving completion of an HVACR apprenticeship or other training program approved by the United States Department of Labor, which includes education in the proper management of chlorofluorocarbons and other refrigerants, including high global warming potential gases;
    • A copy of a Form W-2 that has been submitted to the Internal Revenue Service indicating that the applicant engaged in the practice of heating, ventilating, air conditioning and refrigeration contracting, as follows:
      • W-2s for your journeyman year(s) in the HVACR trade and all W-2s while enrolled in HVACR apprenticeship training;
    • Work certification(s) signed by an HVACR contractor;
    • Any other documentation that demonstrates to the Board that the applicant has met and completed the education requirements in heating, ventilating, air conditioning and refrigeration contracting.

 


Checklist - BY EXAMINATION ONLY

13:32A-2.1 Eligibility for examinations

(a) An applicant for the Master HVACR licensing examination shall submit the following to the Board including proof that the applicant has met the education requirements of N.J.A.C. 13:32A-2.2:

    • Copy of a birth certificate or passport proving the applicant is at least 21 years of age.
    • A passport size photograph of the applicant taken within the last six (6) months;
    • Official transcript(s) for each degree diploma or certificate from recognized colleges, universities, vocational schools, trade schools or community colleges, accredited by a regional accrediting body recognized by the United States Department of Education, Office of Postsecondary Education which includes education in the proper management of chlorofluorocarbons and other refrigerants, including high global warming potential gases;
    • A copy of a certificate proving completion of an HVACR apprenticeship or other training program approved by the United States Department of Labor, which includes education in the proper management of chlorofluorocarbons and other refrigerants, including high global warming potential gases;
