This notice is to inform licensed athletic trainers that the Board of Medical Examiners (Board) is exercising its waiver authority to permit licensed athletic trainers to count continuing education courses offered by Rowan University (Rowan) in topics concerning prescription opioid drugs toward the opioid continuing education requirement at N.J.A.C. 13:35-10.21(b)2. N.J.A.C. 13:35-10.21(b)2 requires licensed athletic trainers to complete one credit of continuing education in topics concerning prescription opioid drugs. N.J.A.C. 13:35-10.22, in turn, requires that continuing education courses be presented by providers approved by the National Athletic Trainers Association Board of Certification or its successor. To the Board’s knowledge there are no continuing education courses in topics concerning prescription opioid drugs offered by presenters approved by the National Athletic Trainers Association Board of Certification. The Board is also aware that such continuing education courses are being presented by Rowan University (Rowan) in conjunction with the New Jersey Division of Consumer Affairs. While the National Athletic Trainers Association Board of Certification has not approved Rowan as a provider of continuing education, the Board believes that Rowan’s continuing education courses on topics concerning prescription opioid drugs would provide licensed athletic trainers with continuing education relevant to their practices. Since there are few options available for licensed athletic trainers to fulfill the prescription opioid drug continuing education requirement in N.J.A.C. 13:35-10.21(b)2, the Board has concluded that licensed athletic trainers should be permitted to satisfy this requirement by taking a continuing education course offered by Rowan on topics concerning prescription opioid drugs.

Accordingly, pursuant to the Board’s waiver authority under N.J.A.C. 13:45C-2.3(c), the Board has decided to waive the requirement in N.J.A.C. 13:35-10.22(a)1 that continuing education courses be presented by providers approved by the National Athletic Trainers Association Board of Certification, to the extent that such provisions would prohibit a licensed athletic trainer from counting a course offered by Rowan in topics concerning prescription opioid drugs toward the continuing education requirement in N.J.A.C. 13:35-10.21(b)2 . This waiver applies solely to courses offered by Rowan in topics concerning opioid drugs. The provisions of N.J.A.C. 13:35-10.22(a)1 will continue to apply to any other licensed athletic trainer continuing education course.
